Finance Director

The Town of Newport is currently recruiting a Finance Director.  This position will work with the Town Manager, staff and Council to manage a solid financial system including all accounting functions.   Work involves coordination of accounts payable, budgeting process, capital projects, purchasing, debt administration and special analysis.    The Finance Director is responsible for being the key contact with the auditor and preparing various financial records, reports and fiscal analyses as needed.   The Finance Director will advise and assist department in financial matters applicable to their departments and also make recommendations on employee benefits and benefit plans.   The Town of Newport has a strong fund balance and FY19 budget is $6,552.640 of which $2,407,178 is Water/Sewer.    Duties may include preparing payroll, processing accounts payable, posting journal entries and bank deposits along with reconciling bank statements and cash reports.   Additional responsibilities involve administration of financial software and general supervision.   

Graduation from an accredited college or university with a bachelor’s degree in accounting, business, finance, public administration or related field and considerable experience in public finance administration including supervisory experience; or an equivalent combination of education and experience preferred. Master’s degree and/or certified local government finance officer a plus. Applicant must pass a background check and be bondable. Salary hiring range is $55,500 to $62,000; dependent upon qualifications. Water Treatment Plant Operator/ Wastewater Treatment Plant Operator

The Town Of Newport is seeking a Water and Wastewater Treatment Plant Operator that is a proactive individual with the ability to function as part of a team and independently under general supervision. The applicant will operate the Water and Wastewater Treatment Plants and  make adjustments to the equipment to maintain proper water quality, water flow and volume, perform basic preventive maintenance to pumps and related equipment; perform water sampling and maintain daily records and reports and any other assigned task. Applicant should have the ability to perform demanding physical tasks and work in all types of weather conditions. Hours are Monday- Friday 8AM to 5PM, but must be able to work nights and holidays if called in for emergency repairs or disaster response to restore or keep water and wastewater in service to our customers. Position requires rotating weekend duty and after hours on-call duty once training on the system is complete.

Experience Required:

A High School Diploma or GED.  Possession of a valid North Carolina Driver License (Class B CDL with Tanker within 90 days of employment). Minimum requirements include NC C-Well and NC Grade 2 Wastewater Certification.   May consider training the right candidate. (Trainees must pass the C-Well certification test within one year and Wastewater Grade 2 within two years of employment.)  Salary Negotiable DOQ competitive benefit package, including medical, life, 401K and state retirement.

The Town of Newport, NC is seeking an experienced professional with a demonstrated record of professional law enforcement experience including leadership, management, strong fiscal management and a customer-service philosophy with experience in municipal law enforcement, community policing, and resource management to serve as the next Chief of Police. 

The Town of Newport operates under a Council – Manager Form of government. The Chief of Police reports directly to the Town Manager and is responsible for an annual operating budget of approximately $754,000.  Department staff include 8 full-time and 3 part-time sworn personnel.   Minimum requirements include: A Bachelor’s degree from an accredited university in Criminal Justice, Public Administration, or a closely related field; advanced leadership training; 10 years of progressively responsible municipal law enforcement experience, including a minimum of 5 years at the supervisory or administrative level. Must be certified as a law enforcement officer in NC or eligible for certification immediately upon hire.  Must possess a valid NC Driver’s License. The Town of Newport is accepting applications for a  Planning & Zoning Administrator.   The position will be responsible for administrative functions for planning, zoning, flood and minimum housing as needed.    The successful applicant will provide administrative and professional support to the Planning Board, Board of Adjustment and Town Council.   Additionally,  they will  

  • Reviews development and related land use permit applications, site plans, subdivision plats, variance applications, etc.
  • Examines applications for compliance with established plans and ordinances, and applicable local, state or federal regulation.
  • Gathers, assimilates, interprets and analyzes a variety of data, requests, appeals and information pertaining to planning and zoning operation.
  • Receives, researches and processes zoning questions, requests and appeals.
  • Undertakes a variety of special projects and studies requiring the use of technical knowledge such as grant applications.
  • Prepares and issues zoning permits and flood permits; may assist with code enforcement
  • May update ordinances necessary to implement plans, policies, etc.
  • Performs related tasks as required.

Minimum qualifications include any combination of education and experience equivalent to graduation from an accredited college or university with major course work in planning, engineering or a related field with  6 months to 3 years professional experience in urban planning.     AICP helpful, but not necessary.    Starting salary range is $46,500-$51,000 with excellent benefit package.   Resume, town application, and references should be sent to Angela Christian – email  (achristian@townofnewport.com) or P.
